Hampton City Schools announces director of federal programs

 

During their regular meeting on February 15, 2023, the Hampton School Board appointed Dr. Christopher Kelly as the director of federal programs, effective March 1, 2023. This position reports to the chief of elementary school leadership & compensatory programs. The director is responsible for providing leadership and oversight to ensure that state and federal grant funds related to supplemental instruction, instructional improvement, and professional development are utilized in the most effective way possible to provide assistance to eligible schools and students. The director position ensures program quality and compliance, specifically with Title I, Title II, Title III, and Title IV funding sources that are intended to supplement the core instructional programs of the school division. 


Kelly has nearly 30 years of experience in education, with seven of those years in Hampton City Schools (2005-2012) as a Title I coordinator of accountability. He began his career in Newport News as a teacher, technology curriculum integration specialist, and assistant principal before joining Hampton City Schools. He left HCS in 2012 to serve as the education coordinator - equitable services ombudsman for the Virginia Department of Education’s Office of Program Administration and Accountability. Since 2019, he has served as the coordinator of assessment and accountability for Williamsburg-James City County Schools. Kelly has also provided consultation to the U.S. Department of Education for the State Ombudsman Collaborative, led Virginia Equitable Services workgroup, and served on the board of the Virginia Association of Federal Program Administrators. 

  

He received his bachelor’s degree in music education from Longwood College and his master’s in education from Regent University. Additionally, he has earned his Ed.D. in educational policy, planning, and leadership from the College of William & Mary.
